The governor of California, Gavin Newsom, proposes a “asset test” for the elderly to demonstrate the eligibility for the health benefits of the Medi-Cal for low-income californians in response to a budget deficiency. To qualify -people should have less than $ 2,000 in assets to qualify.
The Governor said that increased costs reasons include “higher general registrations, pharmacy costs and higher managed care costs”.
In the last ten years, he said, the costs of the environment have increased by $ 20.5 billion.

Newsom has also proposed to freeze a new registration for adults in the country illegally as a way to reduce environmental costs.
“Some of the most significant factors that contribute to this growth are the COVID-19 continuous coverage requirement and the implementation of important policy changes such as the complete elimination of the higher adult assets test and the full expansion to all the Californians eligible for income, regardless of the state of immigration,” he wrote.
The assets included in the test would be salary, money in a bank account, hand effective, a second car, home value and retirement funds. Applicants with more than $ 2,000 in assets would be ineligible for Medi-Cal.

In its 2025-26 budget proposal, Newsom said that environmental costs have increased clearly and continue to overcome their income. The program cost $ 37.6 billion over the last year, and the cost is expected to increase $ 10 billion over the coming year without cuts.
Together with low-income adults, many seniors and people with disabilities use environmental benefits that include home care services.
For decades before 2024, assets were required for the eldest to demonstrate their eligibility for the environment, and the proposal of Newsom would reinstall it.
Newsom wrote that the asset test would save $ 94 million this financial year and $ 791 million in the 2028-29 exercise.

“Although we understand the reality of budget shortcomings and that the cuts, priorities and reality of this review will sometimes be needed, even worse than those we imagined,” the group said in a statement. “It demonstrates a continuous will on the part of the Governor to sacrifice the health and human services of the people of California, particularly the disabled, poor and elderly populations of this abundant state.”
The group added that the asset test “effectively demands extreme poverty to continue receiving critical health care.”

The governor defended his proposals, according to Los Angeles Times, saying: “None of this is the type of work you like to do, but you have to be responsible. We must be responsible. We must be responsible. We must balance the budget.”
